تحلیل راهبردی تأمین مالی خرد و توان اشتغال‌زایی تعاونی‌های تولید استان فارس

    این مطالعه با هدف ارزیابی نقاط قوت، ضعف، فرصت­ها و تهدیدهای مرتبط با فعالیت تعاونی‌های تولید کشاورزی و غیرکشاورزی جهت تأمین مالی خرد و ایجاد اشتغال در استان فارس انجام گرفت. داده­های مورد استفاده از راه تکمیل پرسش‌نامه در میان 40 نفر از مدیران عامل منتخب گرد­آوری و در تحلیل SWOT استفاده شد. اهمیت هر یک از عامل‌های اصلی و زیرعامل‌ها آن‌ها با استفاده از تحلیل سلسله مراتبی تعیین شد. نتایج ماتریس ارزیابی داخلی و خارجی نشان دادند که هم اکنون تعاونی­ها در تأمین دو هدف تأمین مالی خرد و ایجاد اشتغال در موقعیت میانه قرار دارند. بر اساس یافته­های مقایسه زوجی مشخص شد فرصت­ها با 37 درصد دارای بالاترین اهمیت و ضعف­ها با وزن 31 درصد در رتبه دوم قرار دارند. در حالی که اهمیت نقاط قوت تنها 9 درصد بدست آمد و تهدیدها نیز وزنی کم‌تر از یک چهارم دریافت کردند. پس از تعیین نمره نهایی زیرعامل‌ها، راهبردهای انتخاب شده اولویت­بندی و سهم هر یک از زیرعامل‌ها در دست­یابی به راهبردها (چهار راهبردها) ارزیابی شد. بر اساس نمره جذابیت بدست­ آمده تفاوت میان راهبردها بسیار محدود بود. در تمامی راهبردها بالاترین مساعدت به فرصت­ها تعلق گرفت و در پایین­ترین سطح، نقاط قوت قرار گرفتند. هم‌چنین، به گونه نسبی اهمیت نقاط ضعف بیش‌تر از تهدیدها ارزیابی شد. دو زیرعامل "نیروی انسانی با تجربه و تحصیل­کرده" و "حمایت دولت از فعالیت­های تعاونی و اشتغال­زا" از زیرعامل‌های فرصت­ها و هم‌چنین، "نوسان و پایین بودن قیمت محصول" به عنوان مهم‌ترین تهدید و "نبود مکانیزم گرد­آوری پس­انداز اعضاء" به عنوان بازدارنده­ترین ضعف ارزیابی شدند.

Strategic Analysis of Production Cooperatives Contribution to Microfinance and Job-Creation in Fars Province

 The Objective of the present study is to examine strengths, weaknesses, opportunities and threats concerned to Fars province agriculture and nonagricultural production cooperatives in providing goals of microfinance and job creation (employment). The data used for SWOT analysis comes from a survey of 40 cooperatives’ executive directors. Main and secondary factors were determined using Analytic Hierarchy Process. Internal and external factors evaluation matrix showed that cooperatives were in a moderate position in attaining the above mentioned goals. Pair-wise comparison revealed that opportunities with weight of 37 percent were the most important factors followed by weaknesses with weight of 31 percent. Strengths considered less important with weight of 9 percent and threats got weight of less than a quarter. Final scores obtained for secondary factors were used to determine strategy priorities and their contribution to strategy implementation. Based on the attractiveness score, an insignificant difference was found among strategies. Opportunities received the highest contribution to all strategies while the lowest contribution was assigned to strengths. It was also discovered that weaknesses were comparatively more important than threats. Among the opportunities’ “well-educated- experienced labor” and “government support for cooperatives and job creating activities” showed the highest contribution to strategies. The most significant factors of weaknesses and threats were “fluctuating and low output prices” and “lack of mechanism to accumulate cooperatives members’ saving”, respectively.
