بررسی سیاست تشدید تعرفه در طول زنجیره عرضه روغن نباتی ایران

چکیده

سیاست تعرفه وارداتی در طول زنجیره عرضه محصولات کشاورزی همواره یکی از چالش‌های سیاستگذاران این بخش بوده است. در این مطالعه اتخاذ سیاست‌های مختلف نرخ تعرفه بر محصولات خام در ابتدای زنجیره و محصول فرآوری شده در انتهای زنجیره عرضه روغن نباتی ایران مورد بررسی قرار گرفت. با توجه به پیوستگی بازارهای مختلف در طول زنجیره از تعادل جزئی چندبازاره جهت شبیه‌سازی سناریوها استفاده شد. نتایج بدست آمده نشان می‌دهد که با کاهش 20 درصد (40 درصد) درصد تعرفه دانه‌های روغنی، میزان تولید و واردات روغن خام به ترتیب 169 درصد (189 درصد) افزایش و 89 درصد (99 درصد) کاهش می‌یابد. حال آنکه افزایش 20 درصد (40 درصد) تعرفه روغن نباتی باعث کاهش مازاد رفاهی مصرف‌کنندگان این محصول به میزان 32 درصد (56 درصد) خواهد شد. همچنین افزایش تعرفه روغن نباتی اثر ناچیزی بر محصولات زنجیره‌های ابتدایی شامل روغن خام و دانه‌های روغنی دارد. بر اساس نتایج بدست آمده، پیشنهاد می‌گردد که به منظور افزایش کارایی و اثربخشی سیاست‌های بازاری، اثرات متقابل این سیاست‌ها بر زنجیره‌های متوالی عرضه روغن نباتی مورد توجه قرار گیرد.

Tariff policy along agricultural products supply chain has been always a challenge of policymakers of this sector. In this study, different policy formulations of tariff rate on raw material in upstream chains and processed products in downstream chains were investigated. Due to market integration along the chain, a multi-market partial equilibrium model was employed to simulate the scenarios. Our findings show that with 20 percent (40 percent) increases in oilseeds import tariff, the production increases by 169 percent (189 percent) and the import of raw oil decrease by 89 percent (99 percent). Nevertheless, increases in vegetable oil tariff by 20 percent (40 percent) will reduce consumer surpluses by 32 percent (56 percent). Moreover, vegetable oil tariff has avoidable impacts on downstream chains including oilseed and raw oil. According to the study results, it is recommended that cross-cutting impacts of these policies on vegetable oil chain should be considered in order to improve effectiveness and efficiency of market policies.
